Hi-Rez Studios has posted an article in their Answer Center detailing the currently planned schedule for Beta testing in January - these tests are open to those to who preorder the game. A quick overview of the schedule itself is available as an image.
According to this just posted forum post, the next Global Agenda Closed Beta testing weekend will be October 2-4. More details will be forthcoming for those involved in the testing program, but the answer to the big question of "is it time to test AvA yet?" is still no. AvA will be coming in CBT-2, for which an exact date has not yet been announced.
