Can you try this and see if that fixes it?
1) Fully exit Steam, including from the Windows Task bar
2) Using Windows Explorer, go to the root Steam directory. For most people, this is C:\PROGRAM FILES\STEAM
3) Delete the following files: "AppUpdateStats.blob" and "ClientRegistry.blob".
4) Restart Steam

Loading screen tips are a simple way to add a little more text-based information into the game without creating UI clutter. We want the game to be more self-explanatory for newbies and people who do not frequent the forums. We value your feedback as players, and this is a specific area where we'd like your help.
What are some loading screen tips you think we should add? Here's a few things to consider before making your submission:
- Tips need to be short. - 1 or 2 sentences
- Tips need to be clear. - If it makes me say "Eh?" as a new player, it's bad.
- Tips need to be clean. - If it doesn't meet this criteria, it will be removed.
- Tips need to be about the game not a person or specific device. - If it doesn't meet this criteria, it will be removed.
- Tips need to be somewhat professional. - Lay off the 1337-speak.
EX:
As a defender, it is crucial to prevent the objective from being taken by keeping at least one person on point at all times. - HiRezDuke

i don't think GA made any changes/hotfixes that would alter and video settings so its probably your OS or video card. check the drivers and see if they were updated recently.
I'm also leaning towards video card drivers as a culprit. Our game reads the resolutions from what Windows reports your display can handle. If they aren't showing up, it would seem like your drivers got changed somehow and a lot of resolutions are being flagged as not supported for some reason.
At least, it's a theory

There is a potential recurring problem where it may take a few attempts to log in. We are still trying to nail that down and get it fixed, but it shouldn't be a very a frequent problem.
Please provide us with the following information so we can properly analyze the problem:
-What kind of antivirus software do you have?
- What type of connection do you have? ( DSL, Cable, etc... )
- Are you connected through a public network such as a college campus?
- What region of the world are you located in?
- Are you connecting via a wireless connection, or plugged into the router?
Please do the following steps so we can analyze your connection support.
- Open a command prompt
(If you are on XP: Select Start - Run - Type CMD; If you are on Vista/Win7: Start - Type CMD)
- At the command prompt type tracert inapatl.globalagendagame.com
Copy and paste this information into your reply and we can investigate further.

Yes, if you want the 'perfect' weapon with 2% extra damage it does require more work then before, but if you want the 'almost perfect' weapon then it takes less effort then before.

Can you provide us with the patcher's log file please.
You can find it in the following directory, depending on your OS.
XP: c:\documents and settings\all users\application data\hi-rez studios\HiPatch Service\log
Vista/win7: C:\ProgramData\Hi-Rez Studios\HiPatchService\log
Note that ProgramData is a hidden folder and you will need to enable viewing of hidden items to see it. Alternately, you can simply choose START | RUN from the windows menu and then type in the path above to open the folder. You should be logged in as a user with administrator privileges on your PC to access.

I don't think the players that refer to the 'grind' are looking at the basic weapons for 1000 credit.
I think there is a misconception about using tokens and getting loot being a bigger grind then before to get to the same level of equipment which is false.

There is nothing that should decrease the performance, if anything we always make small performance improvements now.
